An Ordinance Instituting The Municipal Education Voucher Scheme Under The Lingap Sa Eduaksyon Natin (len) Program Of The Municipality Of Biñan And For Other Purposes.

Article I

BASIC PRINCIPLES

SECTION 1. TITLE - This ordinance shall be known as "THE MUNICIPAL EDUCATION VOUCHER SCHEME OF THE LINGAP SA EDUKASYON NATIN (LEN) PROGRAM OF THE MUNICIPALITY OF BIÑAN".

SECTION 2. DECLARATION OF POLICIES AND PRINCIPLES - (a) It is the policy of the Municipality to establish and maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall be available to deserving students in both public and private schools, especially to the unprivileged and (b) to democratize access to basic education and enable the government to extend assistance to public elementary school graduates who desire to pursue their secondary education in private schools of their choice.

SECTION 3. OBJECTIVES OF THE PROGRAM - The program has the following main objectives:

1. To provide and maintain a system of financial assistance for underprivileged elementary school graduates who wish to pursue high school education in a private school without sacrificing the quality of secondary education; and
2. To help alleviate the problem of excess enrolment in the public schools, thereby contributing to the improvement of the quality of public secondary education.
